Contracts and Procurement
We advise public bodies on buying goods and services and on building public improvements under Oregon’s Public Contracting Code.
We advise on the solicitation, the bids or proposals, exemptions from competitive bidding, the award and any protest, and we write and review the contract. For public improvement contracts we advise on prevailing wage and bond requirements. We also help a body adopt its own local contracting rules.
We write and review intergovernmental agreements with other public bodies, franchise agreements with utilities that use the public right of way, and grant agreements with the state and federal agencies that fund capital projects.
